Lyneham is a suburb where infill arithmetic usually works, and this is the block where the site itself does most of the arguing.

580 m² is small. Plot ratio at 0.5 gives 290 m² of gross floor area across the whole site, and two dwellings inside 290 m² is two small dwellings, not two houses. Nineteen metres of frontage compounds it. None of that is a prohibition and none of it appears anywhere in the charge, which is exactly why it is worth saying before the numbers rather than after them.

The charge is $97,875 payable, halved from a codified $195,750 — Lyneham is one of the expensive ones, second in this group only to Red Hill. Unimproved value is $873,000.

So the question here is not really the charge. It is whether two dwellings inside 290 m² of floor area, on a nineteen-metre frontage, are worth more between them than one house on 580 m² in Lyneham. That is a build-cost and end-value question, and it is the one to take into the calculator.
